How did America go from arguments over how to ensure freedom to arguments over merely having rights?

It's the natural evolution of any organization (like a country) that goes from small to enormous in such a short amount of time, with plenty of national disasters in between (like wars and conquering lands full of hostile owners). Tyranny is the only way --so far-- that mankind has learned to deal with ruling a large populace with widely varied values of life.
