Why did Pakistan launch its waziristan offensive?

last three times they got a severe whopping just like ..NATO AND USA are getting in Afghanistan what makes em think they win this time......if USA and NATO's significantly advanced army cant take control of such areas what chances does pakistan have....Sure the pakistani soldiers probably know the terrain a lot better then US and NATO but still ...
