What is the best way to prepare a garden for next year?

I am starting from scratch. I am taking part of a field and turning it into a garden. What should the first step be? Plowing? I do have access to a tractor. Is there something that needs to be done before plowing? Any advice will be greatly appreciated. Thanks.
