Being asked to dinner and a movie? date or no?

if a guy asks a girl to dinner and a movie, is this considered a date? he was in my city for work, and asked me via text, but happened to throw in the fact that he'd put it on his company's bill. i couldn't tell if he was subtly trying to ask me out on a date and threw in the company bill as a "why not, its free" to entice me to come, or if he was just trying to casually throw out an idea out there to just hang out and reure me that since its company paid there's no romantic intentions?
